Not really. A shutdown of an operating unit is a very labor intensive action, requiring dozens of extra operators, and many many extra contractors. Yes, that would be more eyes to keep a vigilant watch, but also more personell coming into the plant that could potentially be terrorists. Sorry giddy, but there is no way for me to answer your question. I'm just stating that a shutdown of operations is impossible.
