As the affluent move back in they will need maids, janitors, street cleaners etc...

They will need a place to live. Hopefully they can build housing somewhere that is above sea level

One problem is the issue of when will the affluent move back? If it is several years away then the original residents will have already permanently settled elsewhere and won't likely move back. The lower income jobs will then be filled by migrant hispanic laborers.

I would figure out some way to force national banks, mortgage lenders and insurance companies who want a piece of the redevelopment to first build corporate branch offices in New Orleans, perhaps this would create a de facto demand for housing?

Also, I don't know how loose the casino development laws are now in New Orleans, but they might need to turn this place into Vegas South. Maybe state laws need to allow for exclusive casino development in New Orleans, to the detriment of Lake Charles or other parts of Louisiana.

I'm sure a decent amount of growth will come from college graduates in Louisiana, and surrounding states, who will all probably be looking for corporate jobs which are generally easier to get in large cities.
