The funding would be a small fraction of what it is now. The upside is it wouldn't matter if the POTUS and members of Congress were corruptable, because there would be no benefit to trying to corrupt them. What are they going to do, build a road tither instead of yon? Right now the federal government has huge levers of power and control. They hand out many billions of dollars. They choose who and how to regulate. They chose who gets to do business with whom. They intervene in negotiations between private parties. That is where the corruption is found. If all they are doing are the duties I laid out (technically James Madison laid out), there is no upside to throwing money at politicians.
