They say they were paying informants. As far as the fraud charges are concerned, if who they were paying were informants, they kept that information secret because they were informants.

There is a long history of law enforcement using high ranking informants within organizations under investigation. There may be other peers within those organizations, or the organizations might be part of a larger network.
